Handle driver setting of write_restart_at_endofrun

Most CESM components respond to the driver setting write_restart_at_endofrun=.true., as such this should also go into CISM. It's not a priority for the release, but it's also something that is fairly easy to do.

Here's how we did it in MOSART if that's helpful:
