doc-builder v1.1.0 made it so that doc-builder will fail if Sphinx build warnings are encountered. This is desirable so that users don't accidentally commit non-building documentation.

ESMCI/doc-builder#5 will make it so that doc-builder uses a CTSM-specific Docker container. Not yet merged, so that is a blocker of this PR.
