b4b-dev: Update externals to cesm3_0_beta05 versions with consistent rpointer changes

cesm3_0_beta05 with cesm3_0_alpha05c has components all consistently updated with the rpointer change to include the sim date in the filename. Some of the submodules are dependent on each other, so need to come in together.

After #2897 we should be able to update without a change in answers to these versions. As such this may be able to go to b4b-dev.

I'm spinning off the update for mosart/rtm into it's own issue: #2902, since updating them brings in a change in answers due to time.

cesm3_0_alpha05c with the CESM wide rpointer updates has now been made, so the set of submodule updates is well defined at this point.
