Prevent GitHub workflows with issues on NorESM

Do this after #3941, which resolves one failing test that Adrianna was experiencing. NorESM has this one and more.

@mvdebolskiy Of the failing tests on that linked PR, are there any that you want to run on NorESM? And actually, same question for the skipped and passed tests.

I think we only need the git-fleximod workfow and maybe python formatting. Afaik.
