Does RTM turn itself off when CLM_ACCELERATED_SPINUP==on with NUOPC? #30

I think RTM likely has a similar problem as MOSART does
It looks like the RTM off test works as it sets RTM_MODE to NULL. But, I'm not sure that RTM is going to work when CLM_ACCELERATED_SPINUP is on, as it will try to turn itself off with a namelist item. I don't think that namelist item will work with the NUOPC driver.
So similar changes as were done in MOSART should likely be done for RTM.
