RTM h0i files end up with the same metadata as h0a files

I thought I had made all the same changes in RTM #61 as in ESCOMP/CTSM#2445, but apparently not.

Although problematic, this is not urgent to resolve because by default RTM did not have instantaneous fields and, therefore, was not outputting an h0i file until rtm1_0_87.

Testing my code mods (no PR, yet) on derecho
./run_sys_tests -s rtm -c rtm1_0_87-ctsm5.3.062 -g rtm1_0_88-ctsm5.3.063
All tests returned BASELINE rtm1_0_87-ctsm5.3.062: FIELDLIST field lists differ (otherwise bit-for-bit)

Confirm that metadata is correct now.
