Add aerosol physical properties file-reading functionality

Many aerosol physical properties used in CAM are set using data from NetCDF files. Thus there needs to be a physics scheme which uses a host (or namelist) provided list of files and the CCPP NetCDF reader to read in these file data and properly set the relevant aerosol properties.
