Move GPU directives to atmospheric_physics #325
Description
The directives in src/physics/rrtmgp/radiation.F90 that enable us to run RRTMGP on GPUs with NVHPC should be moved into atmospheric physics so we can run RRTMGP with GPUs in SIMA.
