Program Committee Structure: The composition of the Program Committee as reflected in the P&P does not reflect recent and future desired practice. The P&P 1.3 Section 3 currently states:

Program Committee shall consist of the Elected Volunteer Leaders of the Assembly and the Chairs of all Committees.

The program committee propose that:

1. Depending on the agenda for a particular PC meeting, some Board members may choose to opt out of the discussion. Agendas will be distributed at least a week in advance to accommodate this. The chair may require that certain members attend a particular meeting. At the same time the chair may invite others such as particular Cluster chairs to attend as appropriate.
2. The role of the PC is to foster (socio)technical coordination across collaboration areas and to bridge between organizational strategies (Board purview) and programmatic strategies (PC purview).

For (1) above - let's change the policy for the program committee to state that for purposes of quorum we only count the representatives of the technical committee and the committee chair... the other board members aren't required
