Ongoing Deployment and Release Engineering Support for 2025

This work is for the 2025 calendar year. Contractor will provide monthly progress reports, and both parties agree to adjust the specific outcomes as mutually decided, and both parties agree to work in good faith on a best-efforts basis to find practical outcomes. This is a follow on to 2024 work documented in #2242. Refer to this issue for detail on the work and requirements.
