Noticed this today when starting a new playthrough: In both starting dates several characters in Burma/Thailand have no clothing by default. Confirmed on 1.10.2, all DLC, just CFP enabled.
Specifically, the following characters start sans clothing:
867:
Duke Ganda of Thaton
Duke Pyinbya of Pagan
1066:
Duke Minlade of Candras
King Anawrahta of Pagan
In addition, when combined with EPE (plus compatibility patch and the correct load order) the entire region goes without clothing without exception in addition to the ones listed above. EPE standalone works as expected (characters clothed).
I'm assuming this is a bug.
