can't get peerswapd to listen to port 42069 #403

hello
trying to run peerswap,
bitcoind, elementsd and lnd work perfectly, listening to the relevant ports.
peerswap has been installed following the guide on the github repo.

when starting peerswapd (via systemctl or directly), it seems to go fine, but when checking with

pscli reloadpolicy

I get the message

rpc error: code = Unavailable desc = connection error: desc = "transport: Error while dialing: dial tcp 127.0.0.1:42069: connect: connection refused"

checking with netstats, it appears nothing is listening to port 42069.

my peerswap.conf (i also installed peerswap-web, don't think this is the issue, but better mention it)

port 42069 is allowed in ufw
I already installed on several other servers, it works perfectly. I can't find any idea to fix it this time. any hint welcome.

PS : only thing which changed compared to my other servers is this one is under ubuntu noble, others were on previous releases.
