rombld crashes on WinNT 6 (Vista) and up

What's the issue?
rombld crashes when attempting to make a devkit BIOS.

To Reproduce
Steps to reproduce the behavior:

1. FRE build
2. Option 7 (Build BIOS with rombld)
3. Every time
4. Latest version from Git
5. See if rombld is working

Expected behavior
Build the devkit BIOS successfuly.

Environment Info:

• Windows Vista RTM (x86)
• XM3 not set, FRE build
• No edits made to original source.

Additional context
It only occurs when rombld is attempting to build a BIOS, not running it from the command line with no arguments.
