No settings.json file on windows implementation of Decky

On the windows implementation of Decky I'm getting the 'Login failed' error.
Reading a bit of the posts here there is a way to edit settings.json file but that is also missing in the windows implementation.

C:\Users\{username}\homebrew\settings\Emuchievements is empty with no file on it.
