Enable native auto-merge and stop, instead of waiting 60s then deleting the release branch and self-dispatching, which destroyed the release PR before its required checks finished and looped forever.

Enable GitHub native auto-merge and stop. The old post-create step waited only 60s for MERGED, then unconditionally deleted the release branch and self-re-dispatched, so when the release PR's required checks didn't finish within 60s it destroyed the PR and looped forever. Validated on converthub (v1.9.6 released cleanly).
