Add Background Job Processing System Foundation

Overview

This PR introduces a comprehensive background job processing system to the stellar-tipjar-backend, enabling asynchronous task execution for improved system reliability and performance. The implementation follows a producer-consumer pattern with database-backed job persistence and concurrent worker processing.
