Add update to contact rate in LFMCMC for holidays

We currently only update the contact rate based on whether a day is a weekend or weekday. Adding a separate rate for holidays should improve the model's accuracy. Holidays should be extracted from the selected data (currently the last 90 days) and then used to set the contact rate in the lfmcmc_simulation_fun
