Update GHA workflow to not use special docker container

There have been installation issues with running the forecasts in a special docker container. By enforcing that, when users try to use the template, they may run into issues with the creation of a Docker container, depending on the permissions of their organization. It would be better to instead run on a standard docker image. This will require installing the R dependencies each time, which is slower, but it will be more frictionless for new users.

Is it an issue on GHA side of things?

Yes. The GHA needs to be updated to simply install the right dependencies into the container on each run. The problem is that when people copy the template repo, their organization may not support special containers.

Do we have an example of the errors this prompts? Also, is there any way we can check who has used the template?

I don't know of a way to check who has used the template.

I'll need to look to recreate the error, but if I remember correctly it can't find the container or something to that effect, because it doesn't, by default, have permissions to access containers published to the organization's repo.
