Automatically detect new and removed projects in the webserver #519
Description
Automatically detect if a project was added to (or removed from) the workspace directory, without manually restarting the CodeCompass_webserver binary.
Currently a new project is automatically added to the dropdown list of the UI, but loading it fails (CppService throws 404).
