(Un)Subscribe DA topic at epoch's beginning #3690
Description
It is now possible to change the DA committee. Nodes might be excluded from the DA committee.
Nodes should check whether they belong to the DA committee at the beginning of an epoch and subscribe to or unsubscribe from CDN's DA topic accordingly.
