Missing events on `BasemapStyleSession`

Description

The "Events" section for BasemapStyleSession API reference is empty, even though there are expired and refreshed events (and maybe more) that need to be documented. I suspect something is missing when the typedoc is generated.

And while we're at it, this page https://developers.arcgis.com/arcgis-rest-js/api-reference/arcgis-rest-basemap-sessions/BaseSession/ has StaticBasemapTilesSession which is not available.
