[input-time-picker] - updating the hour automatically sets "PM" back to "AM"

Actual Behavior

Whenever a time picker has a time in PM, updating the hour by directly clicking on it resets the time back to AM.

Expected Behavior

Updating the hour should not affect the AM/PM configuration.

Reproduction Steps

1. Open https://codepen.io/iyouth66/pen/VYjPxZJ?editors=1000
2. Open the dropdown picker and use the arrows to modify the hour. It works as expected.

3. Now click directly into the hour and type a new hour. The time changes from PM to AM.

Impact

This affects all time-pickers in AGOL and can be particularly problematic when setting time ranges where we need to validate that times are sequential.
