Actual Behavior

When the header-menu-actions slot is populated, the scale property for Panel is not passed down to the internal calcite-action-menu or its internal calcite-popover, which causes the padding to look out of place from the rest of the Panel.

Expected Behavior

The header-menu-actions dropdown should inherit the scale property from Panel.

Reproduction Steps

  1. Open the CodePen
  2. Click the three-dot header-menu-actions menu.
  3. Observe (with/without devtools) that the calcite-action-menu and nested calcite-popover do not inherit the small scale set on the calcite-panel.
