Layers from the TOC contents are not processing

1. Open Visibility/LLOS tab
2. Add an elevation surface
3. Add a point layer to TOC to use for observers
4. Add a point layer to TOC to use for targets
5. Click OK
6. It seems that no processing is taking place, and no graphics are being added to the map
