When content is removed from the imagery map a ghost clump is deployed to force a 404 error instead of fetching the tile from an older version. Recently a ghost clump was deployed through most of Alaska to "remove" level 19 tiles. When you zoom in to level 19, the older versions no longer show up in the "Versions with local changes" list.
