when autoscaling group has no instances, all instances in region are selected

I observed a kind of strange behavior when using the autoscaling_group decorator: if my autoscaling group has no instances then the command attempts to run on every instance I have in the region (and fails on a terminated instance).

The problem seems to be that ec2_connection.get_all_instances(instance_ids=[]) returns all reservations.
