Setup of Frierson test case needs to be looked at

## Description
The boundary layer code in Isca is consistent with O'Gorman and Schneider but not with the original Frierson papers, where the unstable boundary layer is treated properly in O'Gorman and Schneider rather than neutral in Frierson. We should address this at least in terms of the documentation.
