[Migration] Upgrade to Debian 13: Python 3.13 & PostgreSQL 17

Goal

For a future Debian migration (Bookworm to Trixie) we need to upgrade εxodus and its dependencies.

Where should we make these changes:

• Github Workflows
• Docker : Upgrade container and dependencies (pipenv 2024.*, etc)
• Documentation : Install documentation

Dependencies to upgrade:

• Python 3.11 to 3.13
