[$250] Make expense report rows collapsable/expandable on reports page

Action Performed:

1. Go to Reports.
2. Click Expense reports.

Expected Result:

We collapse expense reports by default to make scrolling through reports much simpler, and also offer the ability to expand open reports to view their expenses, should you want to do that without clicking into the report.

Actual Result:

We expand all expense reports by default on this reports view, which makes it difficult to scroll between reports, particularly if you have some with many expenses.
