Integrate north tools as a ci/cd part

Problem: In the current spm software lifecycle, each release version of pynxtools-spm needs to be upgraded in the north/spm repo (the same for all other pynxtools plugins). Still, no way to get a North tool Jupyter notebook for pynxtools-spm main branch.

What the repo brings here:

1. Build the Jupyter North tool image from the latest development
2. Test the Jupyter notebook in development with the examples in the repo
3. Image latest tag version tags
4. Image main tag for main branch
5. Image pr-<number> tag for each PR.
6. Check version conflicts in the north dependencies
