Multi-Lingual & Translation Information

We could use some additional information about multi-lingual process.

I wasn't sure what happens past generating the po. I understand they get translated, but now how or whether they load automatically from the po directory.

Also, who or where to send them for translation, as Sugar supposedly has a translation team.
