Create robot connection map

Create a document that lives in the team Google Drive that lists all of the robot hardware and related connection IDs. For example motors and CAN IDs, PWM IDs, DIO numbers, etc.

It will be everyone's responsibility to ensure the document accurately reflects how the robot is wired, and that software will use the correct IDs in the robot code.

Note: there's not a dependency captured in a ticket, but this ticket is blocked until we get the final robot with the wiring done (or at the very least it can't be started until we have spoken to the hardware team and have a firm idea of what their plan is)
