Omitting -loader flag does not download latest loader version (0.16.0)

The help for fabric-installer.jar indicates that leaving out the `-loader` flag will default to downloading the latest fabric loader version. However, the fabric installer seems to default to installing 0.15.11 instead when 0.16.0 is currently the most recent fabric loader version.
