Pick list for Effect stop is different than the picklist type for Effect Start #2419

FPP Version and Hardware:
Example: FPP 9.x Master running on Pi
Describe the bug and Steps to reproduce:
In the FPP Command Editor - For and Effect Start the picklist is a dropdown box. In the Effect stop its not using the same type of picker and in this case where is it getting the list from?
It also, looks like the effect start is showing eseq files only (correct) and effect stop is showing both eseq and fseq files (not expected). if wanting to stop a FSEQ based effect then use the FSEQ effect stop option.
