Support `@JsonFilter` for end points

Now that @JsonFilter annotation is applicable to properties (not just classes), it would make sense to allow its use for JAX-RS endpoints as well.

Method withFilterId() was added in 2.6, in JsonSerializer, so this could be doable for 2.7, but not yet for 2.6 (due to timing)
