Enhancement Description

Add Claude Code skills (.claude/skills/) to provide AI-assisted development context for contributors using Claude Code or similar tools.

Two skills:

1. finops-framework-2026 — Provides context about the 2026 FinOps Framework: capabilities, domains, technology categories, scopes, and the 2025→2026 changelog. Helps Claude Code understand the framework when users ask about it or propose spec changes aligned to the framework.

2. finopspp-assessment — Provides context about this repository's architecture: YAML spec schemas, the finopspp CLI tool, scoring system, profiles, generation pipeline, and contribution workflow. Helps Claude Code users navigate the codebase, write valid specs, and use the CLI correctly.

Together these skills enable Claude Code to understand both what the FinOps Framework is and how this repo implements an assessment of it.
