Spike: Build a PoC of Edge Proxy using Rust

Rewrite the core logic and 1 of the endpoints (the identities endpoint) served by the Edge Proxy in Rust and compare the performance.

The goal of this PoC should be to have this comparison data so we can make an educated decision as to whether we should pursue rewriting all of the code in Rust.
