Allow provider configuration from clouds.yaml

Hi,

Please allow use of clouds.yaml file on FlexibleEngine as available on "mainstream" Openstack provider (https://registry.terraform.io/providers/terraform-provider-openstack/openstack/latest/docs#cloud) and OpenTelekomCloud provider (https://registry.terraform.io/providers/opentelekomcloud/opentelekomcloud/latest/docs#cloud).
