[Bug]: "Enable Maximum Row of Tabbar" causes all tabs to become hidden #2301

Bug Summary

Checking "Enable Maximum Row of Tabbar" hides all tabs in all workspaces. They cannot be clicked and the title bar collapses to its default height. If unchecked, all is restored to normal.

Reproduction Steps

  1. Enable Multi-row tabs
  2. Enable "Enable Maximum Row of Tabbar"

Expected Behavior

The tabs are shown, but the tabbar rows are limited according to the "Maximum Row of Tabbar" value.

Actual Behavior

All tabs are hidden and cannot be selected.

Additional Context

I cannot reproduce it on a fresh profile, even when trying to match settings/hub.
Have also tried to match the number of tabs in my workspaces (have 2x), but not the URL:s of the tabs.
The issue persists in Troubleshoot Mode.
