Keyword editor like Executor's own

Is there a way to have something like this for Flow? I.e. a simple window you can add keywords, assign hotkeys to them... This is Executor's way of doing it and its pretty clever. It even has predefined commands you can use.

Maybe there is a plugin I'm not aware of?
