Update `Build Node-RED container` workflow to use OIDC for AWS authentication

### Description

Once reusable workflow is updated (https://github.com/FlowFuse/github-actions-workflows/issues/85) and released, update the `Build Node-RED container` pipeline to properly use OIDC authentication instead of static credentials.
