Chart Y Axis auto scaling too agressive

Current Behavior

I think the new auto scaling may be too aggressive?

Look at this demo when both are the same value, it auto scales to the point where the lowest bar is hidden.

Expected Behavior

Unsure.

How did chartjs handle this?

How does echarts handle this by default?

Fair point. Perhaps we need to default the min to 0 ?

The problem then is exactly what that means. If we force it to 0 for bar charts if it is left blank then next week someone will want what it does now and they won't be able to get that. If we set it zero in the config when they select chart type bar then if they change it back to line do we clear it again?
Personally I would say leave it as it is and let them work it out themselves. We can always rethink if there are complaints.
