Infra: add contribute guide to lflist.conf (and other content)

It seemed that nobody can make a proper lflist.conf without being edited or asked to edit, whose format rule not listed but decided by @mercury233

We somehow need a contributing guide / format specification / lint tool for this kind of file.

From what I've seen, the format looks like:

• The order should be [latest OCG][latest TCG][...OCGs][...TCGs]
• line format:
  • OCG: <code> <count> --<Japanese name>
  • TCG: <code> <count> --<English name>
• an extra newline between each lists
• #forbidden #limit #semi limit before each count
• entry order should follow the official source where?

The order is the same as the official website, not decided by @mercury233 .

entry order should follow the official source where?

I suggest you to add a page in wiki.
Currently 0% of non-maintainer contributors can make a perfect contribution to lflist.cof
I don't think they're all stupid, but there are some problems on project maintenance
