Use Flutter compile SDK version instead of hardcoding the value

Similar to https://github.com/flutter/packages/pull/8760, we should use the version from the Flutter Gradle Plugin in [this line](https://github.com/FlutterQuill/quill-native-bridge/blob/main/quill_native_bridge_android/android/build.gradle#L31); however, we will need to bump the supported Flutter SDK version to 3.27.
