I'd really like to see global, and I think we now have the basic structure for that in place.

Expanding logging of surveillance outside the USA is a good idea, but you might need to use a smaller subset of OSM tags. I've seen a couple of examples of common CCTV dome cameras in the UK tagged as Flock (do they even operate in the UK?) and as ALPR/ANPR in places where this would make very little sense, e.g. https://www.openstreetmap.org/node/13965692101/history
