Run MinIO and Azurite pods to test backups in Simulation

Currently we don't have nightly simulation testing for blob storage backups. There are test files to support these tests (`BackupS3BlobCorrectness.toml` and `BackupAzureBlobCorrectness.toml`) but they're disabled in Joshua because there are no blob storage emulators to communicate with. By running MinIO and Azurite pods as part of Joshua, these tests can be enabled for nightly testing.
