[BUG] Access to Depot denied on legit account

Describe the bug
Downloading workshop mods fails with access to depot denied error

To Reproduce
Steps to reproduce the behaviour:

1. Add some mods (in my case a html preset)
2. Update all (or a single one, it's random)
3. See error

Expected behaviour
The mods update because I'm logged in with an account that owns Arma 3

Actual behaviour
The mods fail to update and get stuck on Download Not Complete

Additional context
note - using the same exact account with steamcmd works completely fine without issues, downloads mods fine;

1. The account needs to own arma 3
2. Make sure your credentials are correct
3. You can download arma 3 server exe without an arma purchase on the account, but you can not download mods.

1. Account owns Arma 3
2. Credentials are correct, tried switching them and it doesn't login otherwise if incorrect
3. I'm aware, however some mods downloaded and some didn't. They download just fine through steamcmd on the same account however;
   I also tried deleting FASTER appdata, but no luck still; Removing the empty folders of those mods also didn't help.
