Building 1.3.18 on Ubuntu 22.04 with gnutls: "undefined reference to `gnutls_…'

I'm trying to build the latest stable version (1.3.18) on Ubuntu 22.04 with gnutls. I started by doing

$ sudo apt install build-essential gnutls-dev

and running

$ ./configure --with-gnutls --enable-msdblib

followed by make, and I got an error saying that gcrypt.h was not found. So I did

$ sudo apt install libgcrypt20-dev

and tried again. Now I get an error when it tries to make src/tds/tls.c

I'm confused because gnutls_certificate_allocate_credentials is right there in /usr/include/gnutls/gnutls.h

Possibly related: On looking closely at the output from ./configure, I see

checking for GNUTLS... no

Did you install pkg-config package ?
