[Feature Request]: Time limits as parental control

Problem Description

A daily time limit is an important parental control.

I also appreciate efforts towards other parental controls, e.g., #1191

Proposed Solution

• allow limiting the daily time to, e.g., 30 or 60 minutes per day.
• grace period of, e.g., 5 minutes when videos are slightly over the time limit.
• allow granting extra time via password
