Meta powers unusable [bounty: 6 XTR]

Metapowers can't be used, as the icons are not clickable; to access their menu press Meta+Alt+P hotkey.

Also, no tooltips displayed and can't click the upper right close button either.

Might be related to how #2248 got implemented, as it created an issue pushing left side ability buttons down at first.
